Springfield has mild summers, cool winters with regular freezes, and rain that falls mostly from November through March, and the City has a driveway permit application for new, expanded, or second driveways. This guide covers Springfield's driveway permit rules and how to time paving around the local weather. We did not find a published Springfield cost guide, so we do not list local prices; get written quotes from more than one contractor. The contractor list above shows paving pros who serve Springfield on Main Street.
Paving that stays entirely on your own lot does not touch the public right-of-way, but driveway, sidewalk, and curb work at the street does.
Driveway permit. Springfield's Development and Public Works Department lists a Driveway Permit among its miscellaneous permits and applications. The application asks for the contractor's CCB number and requires a site plan for a driveway expansion, second driveway, new driveway, or additional parking, showing the existing and proposed driveway and apron widths, property lines, utilities, drainage structures, and street trees.
Limits. The application notes that the City will not grant a second driveway permit on an arterial or collector street, and the application fee is non-refundable. Questions go to Development and Public Works at 541-726-3753.
Springfield does not have its own NOAA normals station, so we use nearby Eugene Airport. Its 1991 to 2020 normals show about 40.8 inches of rain a year. December is the wettest month at about 7.21 inches, and July is the driest at about 0.32 inches. About 28.6 inches falls from November through March.
July is the warmest month, with highs averaging about 84 degrees. Winters bring about 52 nights a year at freezing or colder, and January highs average about 48 degrees.
Our tip for Springfield homeowners: summer is the best window for paving and sealcoating, since most rain falls from November through March. Sealcoat needs dry days to cure, so watch the forecast in spring and fall.
