How overlays work

After cleaning and repairing isolated failures, crews often mill butt joints at driveways, garages, and street ties so the new surface meets existing elevations. A tack coat bonds the new lift. Hot mix is placed and compacted to the specified thickness. The old asphalt remains as part of the structure, so its condition sets the ceiling on success.

Leveling courses can correct mild distortions before the final surface. Heavy structural failure cannot be “covered away”; reflective cracking and settlement will return if the candidate was wrong.

Good vs poor overlay candidates

Good: oxidized but mostly intact surface, limited cracking that can be sealed, firm support underfoot, workable drainage. Poor: widespread alligator cracking, soft or saturated base, deep potholes, pumping seams, or grades that trap water.

Commercial lots with sound structure but ugly, brittle surfaces are classic overlay candidates. Driveways with one failed bay may need full-depth repair in that bay plus overlay elsewhere.

Milling, thickness, and edges

Milling controls height at curbs, doors, and ADA routes. Skipping mill work can create lips and drainage issues. Thickness should be stated in compacted inches. Edges need clean keyways; poorly bonded edges ravel first. Ask how utility covers and valve boxes will be adjusted.

After the overlay

Plan striping for lots, protect the surface during early traffic, and schedule crack maintenance later as needed. Sealcoating may follow after the surface ages per contractor guidance. Keep records of thickness and mix for future capital planning.

Overlay or replace? Overlay when base is sound; replace when it is not.

Will cracks mirror through? They can, repairs and fabrics/membranes are sometimes used; ask what is included.

How disruptive is milling? Noisy and dusty for hours; containment and sweeping should be in the plan.

Can you overlay a sealed lot? Usually after cleaning; heavily built-up old seal may need milling or prep discussion.

Warranty? Get term and exclusions in writing, especially drainage and reflective crack language.

Risks, mitigations, and documentation

Reflective cracking is the main long-term risk when underlying cracks are active. Mitigations can include full-depth repairs of the worst panels, crack sealing, milling to remove distressed material, and in some specs paving fabrics or stress-absorbing membrane interlayers. Not every driveway needs fabric, but every owner needs an honest candidate assessment.

Demand a simple sketch showing mill limits, overlay thickness, and repair islands. Photograph pre-existing birdbaths so everyone agrees what “better drainage” means. On commercial sites, document ADA route elevations before and after so overlays do not create new barriers.

If two contractors disagree, one says overlay, one says replace, ask each to explain what they saw in the base. A cheap overlay on a bad candidate is the most expensive outcome within two winters.
