Houston bids often change with heat-related scheduling, drainage and base repair after heavy rain, and whether driveway, culvert, or curb work at the street is part of the job. HomeBlue's sealing guide also notes that some contractors charge a $75 to $100 mobilization fee on small driveways. We did not find a sourced local figure for pothole patching alone, so ask for repair as its own line item.
Paving that stays entirely on your own lot does not touch the public right-of-way, but driveway, sidewalk, and curb work at the street does.
Residential driveway permit. The Houston Permitting Center's Residential Driveway, Sidewalk, or Curb and Gutter Permit page says the permit is for building a new driveway or sidewalk, removing and replacing an existing driveway, sidewalk, or curb and gutter, and extending a driveway. You apply with a project number, two dimensioned site plans, and a copy of the survey. Plan review and inspection are required, the listed fee starts at $103 and can be higher, processing takes about 1 business day, and the permit is valid for one year. Work must follow the approved traffic-stamped site plan to pass inspection.
Who can buy it. The City's Residential One-Stop Guide (revised September 2025) says only a bonded contractor can purchase this permit, but a homeowner may purchase it when no curb cut is involved.
NOAA's 1991 to 2020 climate normals for Houston Hobby Airport show about 55.6 inches of rain a year, with rain in every month. June is the wettest month at about 6.09 inches, September and October each average close to 5.8 inches, and February is the driest at about 2.85 inches.
August highs average about 94 degrees, and the station averages about 100 days a year at 90 degrees or hotter. Freezing nights are rare, about 4 a year, and January highs average about 64 degrees.
Our tip for Houston homeowners: late fall through spring is the most comfortable window for paving and sealcoating. Rain can come in any month, so plan sealcoating for a dry stretch in the forecast, and start summer work early in the morning while fresh asphalt is easier to work.
