Salt Lake City bids often change with base preparation, the condition of an older driveway, and whether the driveway approach at the street is part of the job. HomeBlue's sealing guide also notes that some contractors charge a $75 to $100 mobilization fee on small driveways. We did not find a sourced local figure for pothole patching alone, so ask for repair as its own line item.
Paving that stays entirely on your own lot does not touch the public right-of-way, but driveway, sidewalk, and curb work at the street does.
Public way permit. The City's Public Way Permits page says any construction in the public way, including streets, sidewalks, curb and gutter, and driveway approaches, needs a permit from the Salt Lake City Engineering Division. Fees vary by the type of work and the time of year, and the permit is not issued until fees are paid.
Contractors and residents. Contractors need a valid Utah contractor license, a bond (the standard amount is $15,000 for typical excavations), and a certificate of insurance. Residents working in the right-of-way next to their own property can do the work themselves with a public way permit and proof of homeowner's insurance, with license and bonding requirements waived. NOAA's 1991 to 2020 climate normals for Salt Lake City International Airport show about 15.5 inches of rain and melted snow a year. April is the wettest month at about 2.16 inches, and July is the driest at about 0.49 inches.
July highs average about 94 degrees, and the station averages about 62 days a year at 90 degrees or hotter. Winters bring about 112 nights a year at freezing or colder and about 51.9 inches of snow, and January highs average about 39 degrees.
Our tip for Salt Lake City homeowners: late spring through early fall is the best window for paving and sealcoating. Fresh asphalt and sealcoat need warm, dry days, so plan around the long freeze season. Summer work should start early in the morning.
