Identify the site-work category before assuming a building permit covers it

Tacoma’s Site Development page describes review of work outside existing building footprints, including paving, grading, storm facilities and other site improvements. It also has a separate exemption section for certain activities, including general property and utility maintenance on already developed land, with qualifications for critical areas and engineering practices. Ask the reviewer to classify the actual proposal rather than deciding from the word maintenance in a quote. Describe what surface, grade, drainage or access is changing and keep that scope distinct from work on the building itself.

Do not treat one combined plan set as one application

For projects involving onsite and offsite design, Tacoma says one civil plan set can be submitted instead of separate design sets. The same note explicitly says both Site Development and Work Order applications are still required with that combined set. Ask which parts of a paving proposal cross between those scopes and who handles each applicable application. A single drawing package can make the work easier to understand without eliminating a review category. Keep the approved plan reference and each relevant permit record together when comparing bids.

Provide the redevelopment history, not just this year’s pavement quantity

Tacoma’s cumulative-impact guidance discusses sites redeveloped or constructed in phases and adds relevant hard-surface additions, replacements and vegetation conversions when determining stormwater requirements. Ask the designer which earlier site changes belong in that review and what records support the calculation. Do not assume that dividing work into successive contracts makes each patch an independent project for permitting. The current paving quantity remains important for pricing, but it may not describe the whole development history the reviewer needs. This guide does not invent a threshold or calculate one for your property.

Separate maintenance classification from a connected-system repair permit

The City’s stormwater permit page says work on a private stormwater system connected to the City network requires a City permit, including facilities or connections involving the City curb. Ask whether any proposed drain, connection or curb work falls within that description and which permit applies. Do not read a Site Development maintenance exemption as automatic permission for every connected-system repair. Conversely, do not invent a stormwater connection where none exists. Identify the actual system and the work proposed before combining drain repair and paving into one unexplained allowance.

Confirm the applicable manual using the application and construction record

Tacoma’s Stormwater Permits and Manuals page identifies the July 2026 Stormwater Management Manual and explains its applicability using application submission and construction-start conditions. It also retains information about earlier versions and draft materials. Ask the reviewer which version governs the actual project rather than downloading a familiar older manual or assuming every existing approval follows identical rules. Keep that determination with the design reference. This is a document-selection question, not a promise about when your permit will be reviewed or a new deadline invented for the contractor.

The City describes Stormwater Site Plans as documents explaining what a project is building and what devices or facilities it will use to manage stormwater.
