Mesa's desert climate means extreme summer heat, a summer monsoon, and City rules for any pavement cut or other work in the public right-of-way. This guide covers published local price ranges, Mesa's right-of-way and pavement cut rules, and how to time paving around heat and monsoon storms. The contractor list above shows paving pros who serve Mesa on Main Street.
We only list numbers from published sources that give a Mesa figure. All figures in this table come from HomeBlue's Mesa cost guides, published in 2022, so expect current quotes to differ. Treat them as a starting point, not a quote.
| Job | Published Mesa figure (HomeBlue, 2022) | Source |
|---|---|---|
| New asphalt driveway (3 to 4 inches, removing old asphalt) | $4 to $7 per sq ft. A 24 x 40 ft two-car driveway: $3,700 to $6,500 | HomeBlue, Asphalt Driveway Cost in Mesa (2022) |
| Resurfacing with a 2-inch overlay | About $2 to $4 less per sq ft than full replacement ($2 to $3 per sq ft for a 2-inch overlay) | HomeBlue, Asphalt Driveway Cost in Mesa (2022) |
| Driveway sealcoating | $0.30 to $0.50 per sq ft. A 24 x 30 ft two-car driveway: $210 to $360 | HomeBlue, Driveway Sealing Cost in Mesa (2022) |
Mesa bids often change with heat-related scheduling, base repair on older driveways, and whether the work cuts into City street pavement. HomeBlue's sealing guide also notes that some contractors charge a $75 to $100 mobilization fee on small driveways. We did not find a sourced local figure for pothole patching alone, so ask for repair as its own line item.
Paving that stays entirely on your own lot does not touch the public right-of-way. The City of Mesa's Right of Way Management Group page defines the right-of-way as City land designated for public use, typically including the street surface, sidewalks, and landscaped areas between the pavement and property lines, and says its boundaries vary by location. The group oversees construction in the right-of-way, and the page directs permit questions to Development Services at 480-644-4273.
Cutting into street pavement. Mesa's Pavement Cut Application Process says Mesa City Code requires every pavement cut to have an approved permit and be restored to City standards. Cutting pavement newer than five years old carries a pavement restoration fee, and cuts in pavement less than a year old also require a mill and overlay at least 25 feet on each side of the cut on collector and residential streets. Requests to cut pavement within two years of the City accepting new street work are generally denied unless an exception applies.
Before your crew saws into the street for a new or rebuilt driveway approach, check the City's pavement cut restrictions map and confirm with Development Services which permit applies.
NOAA's 1991 to 2020 climate normals for the East Mesa station show about 10.8 inches of rain a year. About 3.6 inches of that falls from July through September during the summer monsoon, and roughly 6.0 inches falls from November through March.
July highs average about 106 degrees, and the station averages about 177 days a year at 90 degrees or hotter. It also averages about 11 nights a year at freezing or colder, mostly in winter.
Our tip for Mesa homeowners: fall through spring is the most comfortable paving window. In summer, ask your crew to start at first light, keep cars off fresh asphalt longer, and watch monsoon forecasts, since a sudden storm can wash out fresh sealcoat.
