Tempe has one of the hottest climates of any city we cover, with long stretches over 100 degrees, a summer monsoon, and City right-of-way permits for work in the street or sidewalk. This guide covers published local price ranges, what Tempe says about right-of-way permits, and how to time paving around extreme heat. The contractor list above shows paving pros who serve Tempe on Main Street.
We only list numbers from published sources that give a Tempe figure. All figures in this table come from HomeBlue's Tempe cost guides, published in 2022, so expect current quotes to differ. Treat them as a starting point, not a quote.
| Job | Published Tempe figure (HomeBlue, 2022) | Source |
|---|---|---|
| New asphalt driveway (3 to 4 inches, removing old asphalt) | $4 to $7 per sq ft. A 24 x 40 ft two-car driveway: $3,700 to $6,500 | HomeBlue, Asphalt Driveway Cost in Tempe (2022) |
| Resurfacing with a 2-inch overlay | About $2 to $4 less per sq ft than full replacement ($2 to $3 per sq ft for a 2-inch overlay) | HomeBlue, Asphalt Driveway Cost in Tempe (2022) |
| Driveway sealcoating | $0.30 to $0.50 per sq ft. A 24 x 30 ft two-car driveway: $220 to $360 | HomeBlue, Driveway Sealing Cost in Tempe (2022) |
Phoenix area bids often change with heat-related scheduling, base repair on older driveways, and whether any work reaches the curb or sidewalk. HomeBlue's sealing guide also notes that some contractors charge a $75 to $100 mobilization fee on small driveways. We did not find a sourced local figure for pothole patching alone, so ask for repair as its own line item.
Paving that stays entirely on your own lot does not touch the public right-of-way, but work at the curb, sidewalk, or street does.
Right-of-way permits. Tempe Public Works Engineering's Right-of-Way Permits page lists separate applications, including an Encroachment Permit Application and a Right-of-Way Trenching Permit Application, filed through the City's online permitting system. We did not find a Tempe page that spells out driveway-specific rules, so ask Tempe Engineering which permit applies before any work at the curb.
Contractor paperwork. An older Engineering Division requirements sheet (effective December 2002) says a right-of-way permit is not issued until the contractor's Arizona contractor license and a certificate of insurance are on file with the City. Confirm the current requirements with Tempe Engineering.
NOAA's 1991 to 2020 climate normals for the Tempe ASU station show about 8.8 inches of rain a year. About 3.1 inches of that falls from June through September, mostly with July and August monsoon storms, and roughly 4.7 inches falls from November through March.
July highs average about 106 degrees, and the station averages about 179 days a year at 90 degrees or hotter. Freezing nights are uncommon, averaging about 10 a year.
Our tip for Tempe homeowners: fall through spring is the best window for paving and sealcoating. In summer, work should start at first light, and fresh asphalt stays soft longer in the heat, so keep cars off it until your contractor says it is ready. Watch the forecast for monsoon storms before sealcoating.
