Santa Ana’s Public Works plan-check page identifies traffic-control plans for lane closures and sidewalk closures among work associated with encroachment review. If the contractor plans to occupy those areas, ask how the temporary setup will be shown alongside the permanent improvement. A quote limited to the paved footprint may not explain the public-space use. Do not assume the absence of a vehicle-lane closure means there is no pedestrian-control question for the proposed construction.
Public Works Development Engineering reviews grading and site-drainage plans associated with grading permits. When your paving is part of that kind of project, ask which reviewed levels and drainage layout the bidder is following. Keep those documents with the estimate rather than relying on an unsupported promise that a new surface will solve every water issue. The department’s plan-check role does not by itself decide whether an isolated maintenance job requires a grading permit.
The City separately lists Storm Water Quality Management Plans within the grading-related review. If one applies to your project, ask where its requirements appear in the construction scope and who will implement them. Avoid an undefined reference to drainage when the documents distinguish site grading from water-quality management. Conversely, the fact that the City reviews these plans does not establish that every paving job needs the same measures or that a bidder’s proposed treatment has already been accepted.
Santa Ana lists water, sewer and storm-drain plans, along with utility and other excavation plans, among public right-of-way work reviewed by Development Engineering. If paving follows a utility change, ask which approved documents control the connection and which contractor restores the surface. Keep those interfaces explicit when comparing bids. A price for asphalt alone should not be presented as approval for the underlying utility work, nor should a utility sketch be assumed to settle the final paving scope.
The plan-check page says the infrastructure involved and the proposal’s complexity may bring in Water Resources, Traffic Engineering, CIP Engineering and the City Engineer. Development Engineering deems the plans approved after the involved divisions give preliminary approval. Ask which reviews remain and whether a later revision has reached the relevant reviewers. An encouraging response from one person is not a reason to describe a changed set of plans as fully approved for the project.
Santa Ana says plan-check approvals expire and that a new review for re-approval considers changed site conditions and updated codes, standards and guidelines. If an estimate relies on an older plan, ask the City whether it remains usable for the proposed work. Preserve the actual plan date and revision instead of removing those details from a copied sketch. Do not interpret an old approval stamp as a guarantee that the present scope can proceed unchanged.
Santa Ana accepts electronic Public Works plan submissions through ProjectDox. Its broader Development Engineering page also describes site-plan review during entitlement and technical work on subdivision maps. If paving belongs to a larger development, ask which project record contains the current plan and what conditions affect the surface work. Do not assume a contractor’s standalone quotation replaces those documents. Keep private maintenance separate from entitlement or subdivision work unless the actual project makes that connection relevant.
