Los Angeles has a long dry season, a short winter rainy season, and Bureau of Engineering permits for driveway approaches, curbs, and other work in the public right-of-way. This guide covers published local price ranges, the City's A-Permit path, and how to time paving around winter rain and late summer heat. The contractor list above shows paving pros who serve Los Angeles on Main Street.
We only list numbers from published sources that give a Los Angeles figure. All figures in this table come from HomeBlue's Los Angeles cost guides, published in 2022, so expect current quotes to differ. Treat them as a starting point, not a quote.
| Job | Published Los Angeles figure (HomeBlue, 2022) | Source |
|---|---|---|
| New asphalt driveway (3 to 4 inches, removing old asphalt) | $5 to $8 per sq ft. A 24 x 40 ft two-car driveway: $4,400 to $7,700 | HomeBlue, Asphalt Driveway Cost in Los Angeles (2022) |
| Resurfacing with a 2-inch overlay | About $2 to $4 less per sq ft than full replacement ($2 to $4 per sq ft for a 2-inch overlay) | HomeBlue, Asphalt Driveway Cost in Los Angeles (2022) |
| Driveway sealcoating | $0.30 to $0.50 per sq ft. A 24 x 30 ft two-car driveway: $230 to $380 | HomeBlue, Driveway Sealing Cost in Los Angeles (2022) |
Los Angeles bids often change with hillside access, alley or street parking limits for trucks, and whether the driveway apron in the parkway must be rebuilt under permit. HomeBlue's sealing guide also notes that some contractors charge a $75 to $100 mobilization fee on small driveways. We did not find a sourced local figure for pothole patching alone, so ask for repair as its own line item.
Construction in the City of Los Angeles public right-of-way, including driveway approaches, curbs, gutters, and sidewalks, falls under the Department of Public Works, Bureau of Engineering (BOE). The City's Class A Permits page notes that Los Angeles Municipal Code Section 62.105 requires a permit for construction in the public right-of-way.
What an A-Permit covers. BOE's permit manual, A Permit Purpose and Definition, says the A-Permit allows minor street construction such as new driveway installation and repair, sidewalk installation and repair, and curb and gutter repair. It is limited to work that will not alter an established gutter flowline or the existing grade of a sidewalk or street.
What to measure before you apply. BOE's General Conditions and Requirements page asks driveway applicants for the curb face height, the distance from curb face to the sidewalk and to the property line, the sidewalk width, and the use of the property. It also asks you to note nearby obstructions such as street lights, utility poles, fire hydrants, meter boxes, and catch basins within five feet of the job, and street trees within six feet of a driveway apron. Paving that stays entirely on your own lot does not touch the right-of-way, but a new or rebuilt apron does.
NOAA's 1991 to 2020 climate normals for the Los Angeles Downtown USC Campus station show about 14.3 inches of rain a year, with roughly 12.4 inches falling from November through March. June through September averages only about 0.2 inches combined.
July highs average about 82 degrees and August about 84, and the station averages about 26 days a year at 90 degrees or hotter. Freezing nights are essentially absent from the normals, so cold is rarely the limiting factor here.
Our tip for Los Angeles homeowners: the long dry season from late spring through fall is the main paving window. Avoid scheduling sealcoat right before a winter storm, and on the hottest late summer days ask your crew to start early and keep cars off fresh asphalt until it sets.
