Scottsdale has a very hot desert climate with a summer monsoon and mild winters, and the City does not require a building permit for an at-grade driveway but does review it, and issues right-of-way permits for work at the street. Scottsdale bids often change with heat-related scheduling, base preparation, and whether the driveway work reaches the street. HomeBlue's sealing guide also notes that some contractors charge a $75 to $100 mobilization fee on small driveways. We did not find a sourced local figure for pothole patching alone, so ask for repair as its own line item.
Courtesy review for driveways. The City's Home Improvement page lists patio slabs and sidewalks or drives not over 30 inches above grade as work that does not need a permit but does need Planning and Development Services review, to confirm it meets code and design standards and is not in a setback or easement. It also reminds homeowners to check HOA rules, which the City does not enforce.
Right-of-way permits. The City's Permit Services page says permit applications go through the Scottsdale SPUR portal, the first inspection must happen within 180 days of issuance, and right-of-way permit extensions go through Inspection Services at (480) 312-5750. Work done without a required permit is fined double the permit fee.
NOAA's 1991 to 2020 climate normals for Scottsdale Airport show only about 8.7 inches of rain a year. January through March are the wettest months at about 1.1 to 1.2 inches each, July and August monsoon storms add close to an inch each, and June is nearly dry.
July highs average about 104 degrees, and the station averages about 161 days a year at 90 degrees or hotter. Freezing nights are rare, about 3 a year, and January highs average about 66 degrees.
Our tip for Scottsdale homeowners: late fall through spring is the best window for paving and sealcoating. Summer work should start at first light, and monsoon storms in July and August can interrupt sealcoat curing.
