Ontario has hot, dry summers, a short winter rainy season, and an Engineering Department encroachment permit for work in the public right-of-way, with all applications filed online. This guide covers published local price ranges, Ontario's encroachment permit fees and process, and how to time paving around summer heat. The contractor list above shows paving pros who serve Ontario on Main Street.
We only list numbers from published sources that give a Ontario figure. All figures in this table come from HomeBlue's Ontario cost guides, published in 2022, so expect current quotes to differ. Treat them as a starting point, not a quote.
| Job | Published Ontario figure (HomeBlue, 2022) | Source |
|---|---|---|
| New asphalt driveway (3 to 4 inches, removing old asphalt) | $4 to $8 per sq ft. A 24 x 40 ft two-car driveway: $4,300 to $7,500 | HomeBlue, Asphalt Driveway Cost in Ontario (2022) |
| Resurfacing with a 2-inch overlay | About $2 to $4 less per sq ft than full replacement ($2 to $4 per sq ft for a 2-inch overlay) | HomeBlue, Asphalt Driveway Cost in Ontario (2022) |
| Driveway sealcoating | $0.30 to $0.50 per sq ft. A 24 x 30 ft two-car driveway: $220 to $370 | HomeBlue, Driveway Sealing Cost in Ontario (2022) |
Inland Empire bids often change with heat-related scheduling, base repair on older driveways, and whether the driveway approach at the curb must be rebuilt under permit. HomeBlue's sealing guide also notes that some contractors charge a $75 to $100 mobilization fee on small driveways. We did not find a sourced local figure for pothole patching alone, so ask for repair as its own line item.
Paving that stays entirely on your own lot does not touch the public right-of-way, but driveway approach, curb, and sidewalk work at the street does.
Encroachment permit. The City's Encroachment Permit Application, issued under Municipal Code Chapter 7-3.04, asks for the contractor's state license and a current City business license, proof of insurance, two sets of plans where applicable, and traffic handling plans for work in the road. It says to allow at least three business days for processing. Ontario's Electronic Submittal Process says encroachment applications are filed through the City's Citizen Portal and paper plans are not accepted.
Fees. The Engineering Department fee schedule effective October 1, 2025 lists a $130 encroachment permit fee and a $125 inspection fee for minor improvements such as driveway approaches. Fees change, so confirm the current amounts on the City's Engineering Applications and Resources page.
NOAA's 1991 to 2020 climate normals for Ontario International Airport show about 11.6 inches of rain a year, with roughly 10.0 inches falling from November through March. June through September averages only about 0.2 inches combined.
July highs average about 94 degrees and August about 95, and the station averages about 93 days a year at 90 degrees or hotter. Freezing nights average about 2 a year.
Our tip for Ontario homeowners: pave in spring or fall, when the ground is dry and the days are cooler. In summer ask your crew to start early and keep cars off fresh asphalt until it sets, and avoid sealcoating right before a winter storm.
