San Bernardino's inland climate means long, hot summers, a short winter rainy season, and Public Works permits for work in the City right-of-way. This guide covers published local price ranges, what the City asks for with a right-of-way permit, and how to time paving around summer heat. The contractor list above shows paving pros who serve San Bernardino on Main Street.
We only list numbers from published sources that give a San Bernardino figure. All figures in this table come from HomeBlue's San Bernardino cost guides, published in 2022, so expect current quotes to differ. Treat them as a starting point, not a quote.
| Job | Published San Bernardino figure (HomeBlue, 2022) | Source |
|---|---|---|
| New asphalt driveway (3 to 4 inches, removing old asphalt) | $4 to $8 per sq ft. A 24 x 40 ft two-car driveway: $4,300 to $7,500 | HomeBlue, Asphalt Driveway Cost in San Bernardino (2022) |
| Resurfacing with a 2-inch overlay | About $2 to $4 less per sq ft than full replacement ($2 to $4 per sq ft for a 2-inch overlay) | HomeBlue, Asphalt Driveway Cost in San Bernardino (2022) |
| Driveway sealcoating | $0.30 to $0.50 per sq ft. A 24 x 30 ft two-car driveway: $220 to $370 | HomeBlue, Driveway Sealing Cost in San Bernardino (2022) |
Inland Empire bids often change with heat-related scheduling, base repair on older driveways, and whether the approach at the curb must be replaced under permit. HomeBlue's sealing guide also notes that some contractors charge a $75 to $100 mobilization fee on small driveways. We did not find a sourced local figure for pothole patching alone, so ask for repair as its own line item.
Paving that stays entirely on your own lot does not touch the public right-of-way. If your project includes a driveway approach, curb, or other work in the street, the City of San Bernardino Public Works Department handles the permit.
Right-of-way permit application. The Engineering Division's Engineering Development Resources page posts the City's application for encroachment, lane closure, and sewer lateral permits, along with general provisions and traffic control notes. The Right-of-Way Permit Checklist asks for the application, a traffic control plan, a certificate of insurance naming the City as additional insured, the contractor's state license, a City business registration, and plans or details where applicable.
Who can pull it. The checklist says only an A or appropriate C licensed contractor can be issued permits, and the application calls for 24 hours notice before work begins.
San Bernardino does not have its own NOAA normals station with temperature data, so we use the nearby Redlands station. Its 1991 to 2020 normals show about 12.9 inches of rain a year, with roughly 10.7 inches falling from November through March. June through September averages only about 0.4 inches combined.
July highs average about 95 degrees and August about 96 at Redlands, and the station averages about 104 days a year at 90 degrees or hotter. Freezing nights average about 3 a year.
Our tip for San Bernardino homeowners: pave in spring or fall, when the ground is dry but the days are cooler. In summer, ask your crew to start early and keep cars off fresh asphalt until it sets, and avoid sealcoating right before a winter storm.
